The government gives grants because it wants something in return, such as…

1. A better educated citizenry (such as with the Pell Grant)
2. Better equipped schools
3. Better state and city services
4. Better infrastructure (such as roads, bridges and waterways)
5. Increase tax revenue through business growth (such as with small business grants)

Because the government wants something in return, the recipient of a government grant has to demonstrate that they will be able to provide what it is the government wants.

For example, when the government grants a college grant, it is because it wants that student to receive a good education so that they can better contribute to the economy after they graduate.

The government does not just give away free money to everyone. But if you can show that you can give something back, and you know how to apply, then you might indeed be eligible for one or more government grants.
